From the License FAQs:
Can I use the same product license for all my websites?
No. Additional and separate websites must have a corresponding license.
Can a Website have different domains?
Yes. A Website can be hosted on different domains so long as it has the appearance of the same website. For example, the same organization name, look-and-feel, logo and colours.
...and if you fall into the SaaS category:
Is software as a service (SaaS) counted as a single website?
You should use a Regular License for each end user who works with your service. Or you can use an Extended License.
