Hi. I created a pull request for https://github.com/keiosweb/oc-multisite adding permissions management so administrators can be restricted to configure the plugin settings. I know the github project is not directly linked to the current plugin version since the code was outdated, but maybe you could take it into consideration to add it to the plugin.
