Hi, i can't find in the doc, how to create a development environment for the plugin, i mean without registering the plugin on the october website. is there a better way to start a plugin development locally?

You can use the scaffolding commands (see the docs on http://octobercms.com/docs/help/console#scaffolding-commands ) to generate a plugin. Then work from that.
