I just noticed that the "My Settings" permission is tied to the overall "System Settings" permission. This should probably be a separate permission. Most likely you would allow a user to update / edit their own settings but not change the overall system settings.

I was thinking the same thing and it seems not implemented yet.
Any change to get this feature in the near future?
