If I want to whip up a site, where should my CSS, Javascript, and Images go?

Until now, every time I create a new website, I've been creating a new "theme" for that site. For example, if I create a site called www.sporkland.com, then I'd create a "sporkland" theme, which would contain all of my site's custom front-end files. Is that the correct approach?

PS: sporkland.com is available - as is sporkmountain.com! It's open season on spork domains!

Yes, that's the correct approach. All frontend stuff (pages, layouts, assets etc) goes in the theme.
