Was located in the combined vendor js file, it produced a 'jquery not defined' like error due to the popper minified file producing a compile formatting error, 'syntax error near "++e'. The dom errored dude to the popper file, and failed to load jquery. Once the vendor script was replaced jquery was able to initialize. This was on an shared hostgator site, php 7.1. Replaced popper to the umd vendor source and was resolved.
The target file included presently did not work for my non webpack host, so I swapped.

First of all I'm really sorry for this delay. This is unexpected, but somehow i didn't get any notification about your message.
I was not able to reproduce this error, but i will update popper.min.js to latest version. Thank you for your effort!
