Why can't you use Google (just curious). Also, is it that you can't have a Google account to setup reCaptcha or that you can't complete the captcha as a user?

In some countries with strict Internet regulations, it is impossible to access Google websites, and of course, it is impossible to use tools provided by Google. Even if developers use Google tools, such as Google reCaptcha, visitors(user) will not be able to load Google code. So that the Contact form cannot be submitted.
