Is there a proper way to disable it? And for what purpose there is a ban status in throttle table? October CMS has some conditions under which it automatically ban users? I found a Throttle.php file where you can change the suspension conditions. But how to completely disable and why the user ban method is needed is not completely clear. Sorry if this is in the Documentation, but could not find.

The user management for the back-end includes features like roles, groups, permissions, password resets and sign-in throttling.

I do not know the specific settings, you could ask at GitHub.

In general, sign-in throttling is used to prevent automated account hacking attempts. After X failed attempts the user account is locked for Y minutes to slow down automated account hacking attempts.

I would advise against disabling such security measures.
