I did follow the guide in this (link) then switched the backend language to Japanese but there is English only on Datepicker.

I think the cause which results in this issue is: There is no file index.php in modules/system/lang/ja . If I add index.php to modules/system/lang/ja, will index.php be deleted when OC updates the file?

Also, did you mean missing "client.php" instead of "index.php" ?
