I would love to have a way to send notifications to admins ( purchasers of my plugins ) in backend.

This would be very useful for notifying admins of upcoming changes or issues that you might be working on. This would also be a place to just communicate with them ( one way of course ) about updates to the plugin pages in market or any other subjects that, as the author of the plugin, you think would be helpful for them to know.

Notifications could pop-up when an admin logs in and show-up as a history on dash board.

While feedback is essential for development I don't think backend is a good place to communicate with developers who own your plugin simply because most of the websites are created by them for their own customers.

There could be some subscription to developer notifications on the plugin page or something similar.

I have published Author Notice http://octobercms.com/plugin/kurtjensen-authnotice to fill this need for those that want to use it.
