Hello Alexi!
This is a native behavior of Octobercms Blog plugin and not a theme issue. Currently Octobercms "categories reorder" feature is working only on category component and not on Pages menu "All categories". If you change your categories order you will see on blog page that categories on left sidebar are changed.
If you need this feature on your menu items you have to (hack) put some code in Blog plugin.
