Is there an option to limit how many times the user can add a custom field to a blog post?

I did not quite understand the question. You means the number of repetitions of nested fields or the number of fields in the repeater or the number of tabs with custom fields. Can you describe what it is for?

The number of fields in the repeater when editing a post. Take this color field. It's used to set the background color on the posts page. Giving the user an option to add additional colors does not make sense. How would I limit this to a single option and not allow them to click "ADD NEW ITEM"?
