Try to go to B5Builder settings and save them. And then check if the error is gone.
If you are using B5Builder with the Tailwind CSS Blocks Pack then you need to re-save the settings as well.

Hi, I tried it, but it's no work. I also remove the key from system_settings pkurg_page_builder_settings and resave the settings, but the PageBuilder didnt start, and in the Static Page section, there is classic OcotberCms editor.

B5Bulder not working only with Static Page? And if you open it through the "Page builder" menu item, does it start?

Please reinstall the plugin.
Builder should appear in Static Pages

php artisan plugin:remove Pkurg.Builder

Octobercms developers sometimes make such changes in new versions that they break the work of plugins. To work correctly with the new versions of October CMS, you need to make changes to the plugins. Which I did.
I didn't change the plugin version, just made the necessary changes.
In order for them to take effect, you had to reinstall the plugin.
