You can delegate as many ( frontend ) authors as you like. There is not currently a "usergroup" that allows users to be authors because each author has individual options tied to their role.
Example:
- Which Backend User they are delegated to post for.
- Which Categories they can post to.
- Can they publish or just write drafts.
- Can they upload images

If you chose not to use the delegated authors then you have to manually set all the above optins in the component when you add it to a page.
- Blog plugin was originally just for backend authors so their is a "user_id" field that is associated with backend users. To keep the integrity of the relations each frontend author is assigned as a proxy so to speak for someone in the backend. This fills in the "user_id" field of the post.
