I have heard on IRC (Live Chat) that it does work on IIS and there is a way to import the .htaccess file.

You just need to import the root htaccess file into IIS to create a web.config. Here's the one that I created https://gist.github.com/rXc3NtR1c/ce24e8a3667e50993f1c

You may also have to check the php.ini as I came across an error regarding fileinfo in regards to uploading an image. I didn't look to much into it but I'm guessing it's off in the windows PHP version that you get via the Web Platform Installer.
