Is it really expected look of the settings page?

As for me side panel looks broken, because nobody could expect it spreading wide. It would be better to open some section by default and keep side panel narrow.

Does anybody know why it was implemented like that?

What section would you open by default? The available sections change depending on what permissions the user logged in has.
