I would like to give the possibility to see static pages only for some users. The only way I've tried and that works is to create a template for static pages, assign the session component configured with criteria to the template, and assign the template to the static page. Honestly, I don't like this approach very much ... Is there another way? Thanks so much.

What you have described is the best way to do it, since Static Pages doesn't natively support per-page permissions

Is there a way for a layout to inherit all it's markup from another layout? (would be handy in this case as the authenticated layout's html would most likely be exactly be same as default's)
