I want, by default, my backend to have 'en' locale. For fronend a diff. default locale. How could I set it up like this?

You can set your backend language by clicking the user image on the right side of the navigation menu when logged in, then a dropdown appears and if you sellect backend preferences you can select the backend language.

The front end language you can set by the settings > translate > manage languages and set the wanted language by default.

I can't seem to set seperate locale for different users... ?

I see that users have a locale set in the database, but it does not change for individual user after logout... it stays the same for all users. The last value set.
