Hello team IT looks like some of Rainlab.User features stop working after Cumulus Announcements plugins installation. Steps:

1. install Cumulus Core (v 3.5.4) & Announcement (v 2.1.4)
2. Login by admin in CMS Backend
3. Go to menu Users-> Create User (url: backend/rainlab/user/users/create) 4, SystemExcelptiion The partial '_clusters.htm' is not found. Important Notice: 5 Rainlab.User works when Cumulus.Core & Announcement plugins are disabled. Please let us know how to fix these issues

It indeed was a bug in our code. It's fixed in the 3.5.6 version of Cumulus Core.
