I write an issue on github about this problem (27 days ago).

Actually the locales are in static array returned in BackendPreferences::getLocaleOptions() in /modules/backend/models/BackendPreferences.php.

Adding new locales have a risk to loose them when the application was updated.

Is there some solution to not loose the added langs in BackendPreferences ?
