Seems like an odd issue, but when I have an assets folder in a theme like assets/img/work/test.jpg I get 404's when trying to view the asset file (or include it in a page). It works when I change the name of the work folder to anything else, such as portfolio... so i'm wondering if there's somehow an issue with calling my folder that? I have pages/work.htm and content/work.md too, are they somehow conflicting?
