I think that there is some problem with the wizard installer ... as if we install october by this way we want be able to use artisan to install laravel packages ... I tried it with many installation on windows and linux it give almost the same issue but if I install ocober from the composer everything would be Fine ...

Are you planning on filling us in on what your issue actually was? "I had an issue" isn't a valid error description if you're looking for help :)
