Yes, all plugins and themes listed go through an approval process where the code is inspected.

Either way, never fear, there are a host of differences that make October more secure. The major difference being Wordpress has an incredibly large attack surface area by allowing any php file to be executed. October does not have this problem, it only allows access to index.php.
