How do I remote plugins from projects on the site? Also how do I remove a project entirely?

Seems like once you've added something it's there forever at the moment.

I remove them in my October installation but the don't disappear from the Project on octobercms.com. So when I do an update then download back into my build again...

From my understanding (and experience), there is no current functionality to edit/delete projects or their plugins from octobercms. You will need to remove your project key - either manage manually or create another project.

May I be wrong about this very soon! sigh....

Thanks @michael1832. Good to have my own suspicions confirmed. Pretty big oversight though. Fingers crossed it's resolved.
