I am learning October and would like to do so by implementing a theme from scratch. I looked to see if there was a way to create a theme from scratch and found nothing, and I thought it may be useful to have a php artisan theme:create <theme name> command to auto-generate the theme structure. I am willing to implement if there is interest.

I was thinking that this command would query the user for all of the fields in the theme.yml file, as well as the initial version, and the preview image location. Any information left blank would be omitted.

I was wondering what additional functionality may be useful? Also, general feedback is welcome.

you can create a theme from the backend, you have an option called "create new blank theme"

You can also install and remove plugins from the console, as well as via the artisan command. I figured this functionality should be exposed on the command line.
