What version of PHP are you running? The null coalescing operator on that line of code is available in PHP 7.0 and up as far as I know.

Had the same problem running command "php artisan plugin:refresh ...".
The simple solution was to run command "php7 artisan plugin:refresh ..." instead.
In some cases the bash is referencing "php" to an old php version while "php7" invokes the newest one.
