Honestly you can set up a VPS for really cheap. I was paying like 10 a month at interserver until I upgraded recently. It's gonna be really hard to setup OctoberCMS on a free host esp with laravel being the base of the whole thing. You kinda need access to your terminal and files that free hosting can never provide.
