My install has failed because the install script says that allow_url_fopen is enabled. It is disabled and yet the error still occurs. What can I do? Should I remove all files from the server and re-upload before trying to install again? Many thanks

I don't know I am having the same issue on one particular server.

I have tried installing - trying to find any php.ini file that would allow_url_fopen. ? I don't know if there is some kind of master setting but honestly I have been through everything to make sure this is turned off. My thinking is after the first attempt it caches the attempt somewhere in a folder or files. I tried altering the php install files to bypass the fopen check and even then it fails. Other servers I have installed without issue. I have rebooted the server and rebooted apache. -- any insights?? I have a done grep search for any reference and/or php.ini file for php 74 changing everything
