I can see there is an email template for this, but I can't seem to find the setting to turn it on. I want the admin to receive an email when new users register just as FYI (users activate their own accounts).
The template is meant for the user who has its account created by an admin. That is, you can only get an account for the backend, if an admin in the backend creates one. Then this template is used to send the information. Or elsewise said: you create the admin accounts thus you wouldn't need an information email when the user registers. That's at least October's way of handling the backend accounts.
