Would it possible for me to create a new user type that can CRUD users, but isn't a super user?

If you want to know more:

I want to group backend users into several tiers, the top of which is Super Users, followed by Category Admin that can create and edit users within their category, but not outside of their category. Then follow that by another set of users that can edit some content in their Category. Then follow that with another user that can edit even less content. Categories themselves are basically a relationship between the User and a Model, and the permissions for content editing for that I have already solved. It's the ability to create users that I need to bestow now (especially with conditions attached (have to be users that share their category/relationship)).

Any hints or ideas would be very helpful.
