I am looking to build plugin and not sure where to start

The idea is to have repeater control and inside the repeater is text field and dropdown with two options (Single Image and Carousel) so when I select Single Image I would like new group of field appear.

Single Image - show file upload field with single image Carousel - show file upload with multiple images

How can I achieve that using the plugin builder?
