Tries to load images from path like plugins/Spec/uGallery/components/gallerij/resources/cache/100x100-75-355dc168a91288b262997c62cf8ed593.jpg but they all return a 404.

At further look at the cache folder, there are a ton of photos in there, I'm assuming from some sort of test or something.

I think I found the issue - the images should load from root rather than relative. I added a / in front of the broken link and the images appeared.

Yes the image location folder should be set from the root of your octobercms installation. Look at the standard "image location" property to use it in the right way.
