How can I hide "Assets" from navbar for non-admin users in backend?

Create a new user group that does not have that permission.

Go to Settings -> Administrators (under System on left column) -> Click Manage Groups -> Create New Administrator Group

On that page you will name the group and select what that group will have access to. Manage Assets is under CMS tab and you would want to leave that unchecked. Once the group is created you can assign users to that group.
