Why in the hell is it impossible to find older versions of octobercms I have a server that runs php 5.4 yet for the life of me its not available on github, octobercms website, packagist, no where. Why wouldn't you have an archive page that is easy to find.

It is quite easy to find older versions of OctoberCMS: since October uses git, you can go back to any specific version you want to go back to. Of course, it's not as simple as with other software which uses semantic versioning or tags their releases. But nevertheless, you can go back to any version you want, be it yesterday or one year ago.

Nope when I look at the versions there is only MASTER for the installer

Also where would you go to get any version on github can you link me to it?

I'm sure he refers to the commit history (https://github.com/octobercms/october/commits/master). For that, "git log" and "git checkout " will come to the rescue.

But what about https://github.com/octobercms/october/releases? I guess that's what you're actually looking for.
