I created a component that when added to a partial on the backend, it saves just just fine. However, when I add it to a page I get this error: Invalid URL format. The URL should start with the forward slash symbol and can contain digits, Latin letters and the following symbols: .-[]:?|/+*^$_. Is this a bug with the CMS?
The url of the page was www.domain.com/backend/cms. Unfortunately, it does not appear I can provide an image.

Not the url you were accessing, but the URL of the page you are adding the component to? In the backend CMS if you page is named 'Account' the url should read '/account'. If you are looking directly at the page code itself it should say 'url = "/account"'. Is your page set up that way?
I apologize for the late reply to this. Things got really busy for a second. The url of the page is 'url = /buy-cell-phones-online'. I am not sure how this helps though. The weird things is that the component that I am putting on that page [cart] is working just fine. When I drag the component to the page in the admin panel I get that error mentioned above. However, when I just copy the component name onto the page it works.
