I am trying to make a theme and have the require in the theme.yaml to fetch some plugins like the code below.

require:
    - RainLab.User
    - RainLab.Blog
    - RainLab.MailChimp
    - RainLab.Sitemap
    - RainLab.Pages
    - LaminSanneh.FlexiContact
    - Raviraj.Rjgallery

However when I activate the theme, it does install them? Is this only allowed for when it submitted the themes gallery?
